H&H, as part of the LaGuardia Gateway Partners team, worked on the $3.6 billion project, including the design and construction of the new world-class facility at LaGuardia Airport. Construction of the project was funded by a public-private partnership, with the private sector contributing more than $2 billion and the Port Authority contributing more than $1 billion to construct the airport and supporting infrastructure. LaGuardia Gateway Partners, the private development team, was responsible for designing, constructing, operating, and maintaining the new terminal.

H&H was responsible for the design of more than three miles of elevated and at-grade roadway to improve access to the newly reconstructed Central Terminal Building and adjacent terminals. The elevated structures included the 102nd Street Bridge and 94th Street Bridge, local traffic access over the Grand Central Parkway, and two levels of elevated roadway leading to the new Central Terminal. Many of the structures utilize continuous curved girders. Other infrastructure challenges included on-site stormwater drainage management, extensive utility coordination, embankment settlement, and tight vertical and horizontal clearances. Work also included the design of associated retaining walls for the approaches connecting these retaining walls.
