The New Jersey Department of Transportation selected H&H to design the replacement of the deteriorated Route 1&9T Viaduct over St. Paul’s Avenue. The project replaced the viaduct with a new structure on a new alignment north of the existing structure; provided new approach roads to safely connect to Route 1&9T, Route 7, Pulaski Skyway, Route 139, Route 1&9 north of Tonnele Circle and local streets in Jersey City; and, provided a more continuous traffic flow from Route 1&9 southbound onto the Pulaski Skyway. The project included construction of a total of 11 bridge structures, 35 retaining walls, 11 sign structures, and two catenary structures within the project limits.

H&H was responsible for the final scope development, initial and final design, and construction support services for the $200 million project.

The project received an Honor Award from the ACEC New Jersey and a Platinum Award from ACEC New York.
